In view of the standing of the firm

of J.Swire and Sons one cannot altogether

disregard this, and some of the questions raised

no doubt demand consideration. But it is

regrettable, especially when a charge of

corruption is brought against the P.W.D., that

the enclosures which contain the most important

statements should be anonymous. Also the whole

thing smacks of journalism the charges are not

sufficiently documented.

As to paragraph 1 of the letter there

could not well be sympathy between Canton and

Hong Kong when the former was boycotting Hong

Kong Trade and encouraging a general strike in

Hong Kong, or when Canton staged alternate

Red and White massacres on almost a Russian
